Licences and concessions are issued by the Ministry of Finance, and although the requirements are strict and the fees significant, the system itself is stable and predictable for those who qualify.
The online landscape is more limited. Only sports betting and mutual (pari-mutuel) betting are open to private operators, while all online casino-style games remain under a state monopoly held by Totalizator Sportowy. Poland also enforces one of the stricter blocking regimes in Europe, maintaining a mandatory Register of Prohibited Domains that obliges ISPs and payment processors to block access to unlicensed operators.
Growth continues to be driven by digital adoption, sports culture, and effective enforcement, but opportunities remain concentrated in the sports betting vertical. For operators and suppliers, Poland offers a sizable and stable market – one that rewards compliance and sports-focused brand building, but leaves limited space for broader online gambling ambitions.
