Is Gambling Legal in Morocco?

Morocco shows a mixed picture when it comes to gambling – some areas are tightly controlled by the state, while others remain wide open.

Casinos, horse racing, and sports betting all operate under state licences, but there is still no legal framework for online gambling. Many players use offshore sites, a practice the government has only recently tried to curb with new taxes on foreign winnings.

With MDJS holding the monopoly on sports betting and SOREC in charge of horse racing (both described below), Morocco balances between long-standing state control and a gradual shift toward broader regulation.

Online Gambling in Morocco

Regulatory Authority	Morocco does not have a dedicated regulator for online gambling. Instead, activities are split between state-run bodies described in detail below.

Allowed activities	Online sports betting and lotteries are available only through state-run operators.Sports betting is managed by the MDJS (The Moroccan Company for Games and Sports), a state-controlled body that holds the exclusive right to organise and promote sports betting. Prohibited activities	Other forms of online gambling, such as casino games or poker, are not regulated and therefore not legally available.
Taxation and fees	Since July 2025, Morocco has introduced a 30% withholding tax on winnings from offshore betting sites, along with an additional 2% ‘solidarity contribution’. These measures, included in the Finance Bill, aim to capture revenue from foreign operators and channel funds into public welfare programmes.

Land-Based Gambling in Morocco
