Finland's gambling market is undergoing a significant transition. For years, a state-run monopoly under Veikkaus Oy defined the landscape, covering online casino games, sports betting, lottery, and retail slot machines. A new multi-licensing framework, passed by Parliament in December 2025 and in force since January 2026, opens fixed-odds and pari-mutuel betting, online casino games, online e-bingo, and online slots to private operators.
B2C licence applications opened on 1 March 2026, with the market launching on 1 July 2027. B2B licensing follows in 2028, at which point licensed B2C operators must use only licensed B2B providers. Lotteries, land-based casinos, and all other products remain under Veikkaus's exclusive licence.
