Namibia regulates gambling through the Gaming and Entertainment Control Act of 2018, which was amended in 2020. Oversight is handled by the Gaming Board of Namibia under the Ministry of Environment, Forestry and Tourism. Casinos, gambling houses, and machine-based operations require holding a proper licence. 

While land-based gambling is clearly regulated, online activity still remains outside the law. Courts have backed the government’s stance on compliance, including a 10% levy on profits for licensed land-based operators. The result is a cautious policy that seeks to balance market growth with social concerns.
