Paraguay’s gambling framework is defined by Law No. 7438/2025 and implemented through Decree 3846/2025. Regulatory authority lies with the Dirección Nacional de Ingresos Tributarios (DNIT), and CONAJZAR operates as its decentralised gambling body.
All land-based and online gambling activities function through state-awarded concessions, with up to three concessionaires permitted per vertical. New operators can only enter the market when DNIT/CONAJZAR opens tenders for available slots, with the next licensing round scheduled to begin in 2026.
In the online sector, sports betting is currently operated exclusively by Daruma SAM (Apostala) under a concession valid until 2028. Online casino is legally recognised but does not yet have an active concession.
